I would like to go to a university in France?

I would like to go to School in France.

But I have some questions.

Someone told me that education, including universities, is free and paid for by the government. Is this true?

Also if it is true, does this apply to people with only student visas, or must you be a citizen?

Finally, how expensive is a student visa?

Some of them are free for citizens, not for foreign students. How would they function if they never charged tuition.
